LRA STARTS COMPUTERIZED REGISTRATION OF LAND TITLES: The Land Registration Authority has started implementing its ambitious project of computerizing its operations nationwide so that land titles covering lands from the four corners of the country are now capable of being researched from any Registry of Deeds whose operations have also been computerized.
For example, any interested party from Cebu who wants to know whether a parcel of land located in Quezon City or Paranaque City or Baguio City is really registered can just go to the Registry of Deeds in Cebu, access the records of the property from Cebu, and find out more details about the same without leaving Cebu.
Atty. Juanito Ampaguey, the chief of the Baguio City Registry of Deeds, made this disclosure to me Monday, December 21, 2009 when I visited him at his office, adding that LRA Chairman Benedicto Ulep is furiously proceeding with this project, even if it is on a phase-by-phase, step-by-step, scheme.
Phase 1 covers Quezon City, Paranaque City and Cebu City, and is now virtually completed. Phase 2, which is now on-going, includes Baguio City and other registries of deeds in Luzon and the Visayas. The other areas in the Philippines will be covered in subsequent phases of the computerization program.

LAND FRAUD WILL BE EASILY DETECTED WITH COMPUTERIZED LAND REGISTRATION: When ultimately completed, the Ulep-LRA project will also enable the registries of deeds concerned to detect, right away, whether a title being registered covers a parcel or parcels of land already registered or covered by another title (or titles) previously registered.
Ampaguey said this will make it easier for the government, and any other interested party, to spot any fraudulent transaction covering any parcel of land, so that the appropriate legal steps can be immediately undertaken to stop or correct the intended fraud.
As of now, the LRA is sponsoring seminars and on-the-job training for officers, staff and other personnel of the registries of deeds under the different phases of the computerization program to prepare them for the shift to computerized operations.
The physical offices of the registries are also undergoing renovation, to allow the installation of the computers and other software needed for the project, as well as to establish an office that will cater to the intricacies of computerized transactions.
I am praying that Administrator Ulep will not waver in his determination to make this project a success, for a credible system of titling lands is a pre-requisite to good business.

THERE IS STILL TIME TO IMPROVE A CANDIDATE’S RATINGS IN THE SURVEYS: Indeed, there would seem to be a great truth to the aside of Nacionalista Party presidential candidate Sen. Manny Villar that there is still much time for the ratings of presidentiables to change before the May 2010 elections.
Sen. Noynoy Aquino therefore can not, just as yet, rest on his being the frontrunner now, even with 40 percent of those who responded to recent surveys expressed preference for him if the elections were held now.
As basketball aficionados are won’t to say, next year’s presidential polls is still anybody’s ballgame, and this is where the gimmicks, media advertisements and negotiated hagglings will all come in.
Gimmicks, in particular, whether for or against a candidate, can do a lot to change the voters’ perception of any single candidate, and we can be assured that those who have been assigned to come up with these gimmicks in the days to come will mostly be ruthless.

At first glance, the account of how Jesus was presented at the Temple seemed to indicate concern merely for the completion of the then existing purification process for males as mandated by the law of Moses, but, when one looks closer, it becomes apparent that this story of the presentation is actually another Biblical confirmation about who Jesus really is and what He is destined to do.
Thus, we can see two individuals, one man (the righteous and devout Simeon) and one woman (the prophetess Anna, then 84 years of age), prophesying about Jesus as Someone who will cause the rise and fall of many in Israel, and as Someone who will redeem God’s people.
Simeon in particular confirmed that he had received a revelation that he would not die before he had seen the Lord’s Christ. When Simeon saw Jesus, the Holy Spirit came over him, and he said he was ready to die in peace, since he already saw the Lord.
Anna on the other hand who was widowed after being married for only seven years, spent the rest of her life, until she was 84 years old, worshipping, fasting and praying at the temple. When she saw Jesus, she spoke about Him to all who were looking forward to the redemption of Jerusalem.

If we are to follow the advice of the Bible, the best gift is not money and riches or any other material gift, or fame, or even good health.
It is going to be obedience with what 2 Chronicles 7:14 says and advices to those who would want to enjoy a better life. Let us read what this part of the Bible says.
It says: “If my people, who are called by my name, will humble themselves and pray, and seek my face, and turn from their wicked ways, then, I will hear from heaven, will forgive their sins and heal their land.”

BIRTH OF JESUS IN THE MANGER: Easily one of the most fondly-remembered events in the Bible is now immortalized as the third Joyful Mystery in the Roman Catholic Christians’ Holy Rosary, and this is the birth of Jesus Christ.
Mainly because the event augurs good tidings and happy cheers as it ushers in gift-giving and camaraderie among believers worldwide, the birth of Jesus Christ has become one of the cornerstones of the Catholic Christians’ faith as it heralds the great love of God for man.
But completely different from this happy scenario is the account of the birth of Christ that is found in Luke 2:1 to 20, and in Matthew 1:18 to 25 of the Bible, both of which paint a very humble yet solemn and dignified occasion, befitting the Son of God.
This story starts with a census participated in by Joseph, the man who was pledged to marry Mary, the Virgin Mother of Christ. During the census, Mary gave birth to Jesus in a manger, because there was no room for them in the inn.
The birth of Jesus was announced by an angel of the Lord to the shepherds who were watching their flocks at night. The angel said that the Savior, Jesus Christ the Lord, had been born. Just then, a great company of heavenly host appeared with the angel, saying “Glory to God in the highest, and on earth peace to men on whom His favor rests.”
The shepherds then left their flocks, looked for the baby wrapped in clothes in a manger and, when they found him, started telling everyone about him, glorifying and praising God

PRESIDENTIAL BET CONTESTS DISQUALIFICATION: Born Again Bishop Norberto Lacierna Mercado is formally contesting the recommendation of the law department of the Commission on Elections to disqualify him from the presidential race in May 2010 with a “verified opposition” he hopes to file on Monday, December 21, 2009.
Mercado furnished me with a copy of his five-page opposition, which he himself prepared and signed, and which contained his arguments why the recommendation against him violated the 1987 Constitution, and which, further, in the spirit of truth and transparency, I am reproducing here in its pertinent parts, thus:
“First. There is a need to deny the recommendation of the Law Department insofar as the undersigned/above-named presidential candidate is concerned, and to allow the candidacy of the undersigned/above-named presidential candidate to continue.
“The fact is that, there is no other judge of the qualification and the competence of a candidate (for any position for that matter) except the Filipino people themselves, and so it is they that must decide ultimately on the said qualification and competence...

NO GROUND TO DISQUALIFY PRESIDENTIABLE: “Second. Be that as it may, what is highly significant in the records of this Honorable Commission is the fact that the undersigned run for a public office only once before, in 2001.
“While he was disqualified by this Commission likewise in 2001, the undersigned contested that earlier disqualification before the Supreme Court, where the high tribunal ruled that it was the Comelec which has the primary right to determine who should be qualified or disqualified as candidates.
“It is not true therefore that the undersigned had been filing certificates of candidacy “in almost every national election despite the denial thereof, time and time again...”
“This ground cannot be therefore used to disqualify the undersigned from running as president in the May 2010 elections...”

VISIT OF MARY TO ELIZABETH CONFIRMS BLESSINGS TO MARY: “Visitation” is what Roman Catholic Christians call the second mystery in the Mysteries of Joy (or Joyful Mysteries) of the Holy Rosary, and it is an account of Mary, the Virgin Mother of Jesus, visiting her ageing but pregnant cousin Elizabeth, wife of Zechariah, just after Mary had an encounter with Gabriel, the Angel of God.
The account of the “Visitation” is narrated in Luke 1:39 to 45 of the Bible, and there we will see that upon Mary’s arrival at the house of Elizabeth and Zechariah, the baby which was in the womb of Elizabeth leaped inside her, with the Holy Spirit coming down upon mother and baby.
In a loud voice, Elizabeth exclaimed to Mary: “Blessed are you among women, and blessed is the child you will bear”, confirming Mary’s status as someone blessed by God, as well as the holy status of her child.
Significantly, these words of Elizabeth are now enshrined in the Holy Rosary where the faithful intone: “Hail Mary, full of grace, blessed are you among women and blessed is the fruit of your womb, Jesus.”
What is more, the greeting in that prayer, “hail Mary, full of grace”, is the very same greeting that Mary got from Gabriel, the Angel of God, when it was announced to her that she will be with a child who will be called Jesus (Luke 1:28).
Elizabeth then confirmed the blessings that would come to anyone who believes in God, when she said to Mary: “Blessed is she who has believed that what the Lord has said to her will be accomplished…”

Praying the Rosary by Roman Catholic Christians
PRAYING OF THE ROSARY IS BIBLE BASED: Roman Catholic Christians practice the praying of the Holy Rosary, which is something that is balked at by others who believe in Christianity on the argument that praying the Rosary is paganistic in origin.
I did some reading on the matter, and indeed, there is nothing in the Holy Bible that says Christians should pray the Rosary, as there is even no mention of the Rosary in any pages of that Book.
But when one looks at the mysteries of the Rosary, one begins to understand that whoever conceived and thought of this prayer, dedicated to Mary, the Virgin Mother of Christ, actually was following the examples of many leaders of the Christian faith, enshrined in many pages of the Bible, where they resort to repeating the history of the Israelites, from their exodus to their arrival at the Promised Land, as a means to strengthen their faith.
Just look at the story of Gideon, in Judges 6 and 7 of the Bible, and you will see what I mean. Before Gideon finally relented to be used as God’s chosen one to deliver his people from the Midianites who were causing them sufferings, he had to recount Israel’s story all over again.
This is what is happening when a Roman Catholic prays the Rosary: he is actually repeating a tried and tested tradition of Christian leaders, for he is reminded of the full and entire story of Christ, from the announcement of his birth by the Angel Gabriel to his Ascention to Heaven, taken directly from the Bible itself.

LIFE OF JESUS RECOUNTED IN THE MYSTERIES OF THE ROSARY: A keen study of the mysteries of the Holy Rosary will show that each of the mystery recited in praying it constitutes one important aspect of the life of Jesus.
In the Joyful Mysteries, for instance, what is recounted are the following events in the life of Christ: Annunciation, Visitation of Elizabeth by Mary, Birth of Christ, Presentation of the Child Jesus in the Temple, and Finding of the Child Jesus in the Temple.
In the Mysteries of Light, we find the following: Baptism of Jesus, Wedding at Cana, Proclamation of the Kingdom of God, Transfiguration and Institution of the Holy Eucharist through the Last Supper.
The Sorrowful Mysteries narrate these events in the life of Jesus: Agony in the Garden, Scourging at the Pillar, Crowning of Jesus with Thorns, Carrying of the Cross, and Crucifixion and Death of Christ.
Finally, the Glorious Mysteries make an account of the Resurrection, the Ascention, Descent of the Holy Spirit, Assumption of Mary, and the Coronation of Mary as Queeon of Heaven and Earth.
Anyone who prays the Holy Rosary, therefore, gets to remember Jesus Christ and is reminded all over again of His status as our God and Savior.

Mary was incredulous, and actually asked the angel how could she give birth when she had not known a man. The angel told her that the Holy Spirit will come upon her and the power of the Most High will overshadow her “so the holy one to be born will be called the Son of God.”
The angel then assured Mary: “For nothing is impossible with God.” In reply, Mary uttered “I am the Lord’s servant, may it be to me as you have said.”

Praying the Rosary by Roman Catholic Christians
PRAYING OF THE ROSARY IS BIBLE BASED: Roman Catholic Christians practice the praying of the Holy Rosary, which is something that is balked at by others who believe in Christianity on the argument that praying the Rosary is paganistic in origin.
I did some reading on the matter, and indeed, there is nothing in the Holy Bible that says Christians should pray the Rosary, as there is even no mention of the Rosary in any pages of that Book.
But when one looks at the mysteries of the Rosary, one begins to understand that whoever conceived and thought of this prayer, dedicated to Mary, the Virgin Mother of Christ, actually was following the examples of many leaders of the Christian faith, enshrined in many pages of the Bible, where they resort to repeating the history of the Israelites, from their exodus to their arrival at the Promised Land, as a means to strengthen their faith.
Just look at the story of Gideon, in Judges 6 and 7 of the Bible, and you will see what I mean. Before Gideon finally relented to be used as God’s chosen one to deliver his people from the Midianites who were causing them sufferings, he had to recount Israel’s story all over again.
This is what is happening when a Roman Catholic prays the Rosary: he is actually repeating a tried and tested tradition of Christian leaders, for he is reminded of the full and entire story of Christ, from the announcement of his birth by the Angel Gabriel to his Ascention to Heaven, taken directly from the Bible itself.

LIFE OF JESUS RECOUNTED IN THE MYSTERIES OF THE ROSARY: A keen study of the mysteries of the Holy Rosary will show that each of the mystery recited in praying it constitutes one important aspect of the life of Jesus.
In the Joyful Mysteries, for instance, what is recounted are the following events in the life of Christ: Annunciation, Visitation of Elizabeth by Mary, Birth of Christ, Presentation of the Child Jesus in the Temple, and Finding of the Child Jesus in the Temple.
In the Mysteries of Light, we find the following: Baptism of Jesus, Wedding at Cana, Proclamation of the Kingdom of God, Transfiguration and Institution of the Holy Eucharist through the Last Supper.

Give love to Mangyan students on X'mas day
GIVE LOVE TO MANGYANS ON X’MAS DAY: Past President Wilma Redler of the Rotary Club of Intramuros under District 3810 of Rotary International is in a bind these days, with just a few days to go before Christmas 2009.
Because it is Christmas, she wants to continue giving love to poor Mangyan students from Occidental Mindoro, in a way that will finally enable them to complete their secondary education, which is certainly a a gargantuan task requiring great money, great patience and great willingness.
The spirit maybe willing, of course, but Wilma surely cannot do this alone, for the task of providing secondary education to interested and talented Mangyan youth cannot be achieved by just one man---or woman---alone.

MANGYAN STUDENTS NEED HELP TO COMPLETE THEIR HIGH SCHOOL EDUCATION: While Wilma can accommodate so much of the students and train them to become dental technicians under her Skytech International Dental Laboratories, Incorporated, there is much to be done, and still much more disbursements to be made, if a better future through formal education is to be enjoyed by the natives from the area.
Wilma says the students’ only fault (if it maybe called that), or deficiency (which is surely the case here) in pursuing at least their secondary or high school education, would be poverty and financial want, talented and patient and willing as they are to go to school.

PAGING PEOPLE WHO COULD MAKE A DIFFERENCE FOR MANGYANS: The unedited letter of the school follows: “This project was born out of the reality life situations where parents or child come to our homes and offices asking for financial assistance for the education of their children.
“It is painful to bid them goodbye without meeting their needs even with the knowledge that the child is very interested to pursue his or her education.
“However it is doubly painful to hear that the same child opted for a prostitution business because she was not helped or you see the child carrying heavy baskets of fruits and vegetables selling them at the market during school days, or someone ended up marrying another teenager just to get out of the boredom of poverty...
“With these thoughts, in our hearts, we want to connect with people who could make a difference...”
